Civil Engineers Elect DPWH Senior Usec Sadain as Professional Organization President in 2024

Principal Undersecretary Emil K. Sadain of the Department of Public Works and Highways (DPWH) was unanimously elected National President of the Philippine Institute of Civil Engineers Inc. (PICE) during a board executive session Board of Directors Elected for CY 2023-2024 held on Saturday, November 12, 2022 at the SMX Convention Center, Bacolod City, Negros Occidental.

The extensive and diverse experiences of the Principal Undersecretary Sadain will surely serve and lead PICE, one of the largest professional organizations in the Philippines with local and international chapters, to another successful leadership to maintain the prominence of the organization and raise the bar of civil engineering to better build more.

In a career spanning over three (3) decades in government service, Principal Undersecretary Sadain is always ready to provide PRICE with the strategic leadership he has acquired from his professional experience at the head of a group or in the management of offices and sensitive missions.

He began his civil service career in 1986 as a Principal Civil Engineer at DPWH, then called the Department of Public Works and Highways. Since then, he has held various positions and functions at the DPWH as a Career Director before rising to the rank of Undersecretary in 2016 and until being appointed by President Ferdinand Romualdez Marcos Jr. to the post. of Principal Assistant Secretary on August 1, 2022.

At the height of the COVID-19 pandemic, he led the DPWH Task Force on Augmenting Local and National Health Facilities, which facilitated the immediate construction of much-needed health facilities nationwide, by particular quarantine/isolation facilities, modular hospitals and off-site dormitories for medical personnel and other frontline responders.

He also acted as the implementer of the Build, Build, Build (BBB) ​​program during the last eight (8) months of President Rodrigo Roa Duterte’s administration, during which he closely consulted with relevant implementing agencies to reduce the time between conceptualization and implementation. and shorten start-up periods by compressing the timeline of the review and approval process to accelerate priority projects from the pre-planning stage of feasibility studies to detailed engineering design (DED), l procurement, civil works construction and completion.

Other national PICE officers elected were Frederick M. Sison (private – consulting firm), vice president; Ixoperio R. Bonzon (private – academic), secretary; Albert A. Perfecto (Private – Construction, Treasurer; Nerie D. Bueno (National Government), Auditor; Rey Peter B. Gille (National Government), Public Relations Manager; and Cary H. Beatisula (Private – Consulting), Chief ‘company.

National directors include Rosein A. Ancheta Jr. (government – ​​academia); Joseph Dominic S. Felizarta and Juanito D. Cunanan (local government); Basir M. Ibrahim (National Government); Mylène Nonette M. Zamora (Crown Corporation); and Mark Vincent Y. Nodado and Michael J. David (private – construction).

Under the direction of DPWH Assistant Secretary Ador G. Canlas as 2022 National President and with the support of the Negros Occidental Chapter, PICE held a very successful 48th National Convention and Technical Conference at the SMX Convention Center, 3rd Level, SM City Bacolod November 11-12 2022. nearly 5,000 on-site delegates and other virtual participants thanks to the virtual congress platform.

Assistant Secretary Canlas, the 2022 PICE National Chair, will be succeeded by April Frances Agatha G. Flores as the 2023 PICE National Chair and will be supported by President-Elect Senior Undersecretaey Sadain along with the rest of the 2023-2024 National Officers.
