Structure of the Ministry of Natural Resources and Environment

On September 22, 2022, the government issued No. 68/2022/ND-CP defining the functions, tasks, powers and organizational structure of the Ministry of Natural Resources and Environment.

Accordingly, the Vietnam Environment Administration and the General Department of Land Administration are not included in the new regulations. The new units are Department of Environment, Department of Natural Conservation and Biodiversity, Department of Environmental Pollution Control, Department of Lands, Department of Land Resource Planning and Development and the Land Database and Registration Department.

In particular, the organizational structure of the Ministry of Natural Resources and Environment is as follows:

1. The Department of International Cooperation

2. The Planning-Finance Department

3. The Department of Science and Technology

4. The legal department.

5. The Organization and Personnel Department.

6. The Department of Lands

7. The Department of the Environment

8. Inspection.

9. The Office

10. The Department of Hydrometeorology

11. The Directorate of Natural Conservation and Biodiversity

12. Vietnam Sea and Island Administration

13. The Department of Climate Change

14. The Department of Digital Transformation and Natural Resources and Environment Data

15. The Department of Land Database and Registration

16. Vietnam Department of Geology

17. Department of Surveys, Mapping and Geographic Information of Vietnam.

18. Vietnam Department of Minerals

19. The Department of Environmental Pollution Control

20. Department of Water Resources Management.

21. Department of Land Resources Planning and Development

22. The National Directorate of Remote Sensing.

23. The Institute of Natural Resources and Environmental Strategies and Policies.

24. The Natural Resources and Environment Journal

25. Natural Resources and Environment Review.

26. Center for the study and planning of water resources.

27. The Training and Retraining School for Natural Resources and Environment Executives.

Inside that:

– Units are administrative units that assist the Minister in the exercise of the State management function, in particular:

  • The Department of International Cooperation; The Planning-Finance Department; The Department of Science and Technology; The Legal Department; The Organization and Personnel Department; The Territory Department; The Department of the Environment
  • Inspection; Office; The Department of Hydrometeorology; The Department of Natural Conservation and Biodiversity; Vietnamese Sea and Islands Administration; The Department of Climate Change.
  • The Department of Digital Transformation and Natural Resources and Environment Data; Land Database and Registration Department; The Department of Geology of Vietnam; Vietnam Department of Surveys, Mapping and Geographic Information; Vietnam Minerals Department; The Department of Environmental Pollution Control; The Department of Water Resources Management; Department of Land Resources Planning and Development; The Directorate of National Remote Sensing.

Units are non-commercial units serving the state management function of the ministry, including:

  • The Institute of Natural Resources and Environmental Strategies and Policies.
  • The Natural Resources and Environment Journal; Natural Resources and Environment magazine.
  • The Center for the Study and Planning of Water Resources; The Training and Retraining School for Natural Resources and Environment Managers.

The Planning-Finance Directorate and the Organization and Personnel Directorate comprise 03 directorates.
